What triggers Arcades to talk?

I ran into a bug with the Brotherhood in Hidden Valley. They are all hostile to me, even though I have done most of their quests and was close to joining.

So anyway, to get the power armor perk, I now have to do the Arcades quest. I have him travelling with me, but no quest options yet.

I know he "talks" at a couple of locations on the map, which may trigger the quests. One is the crashed Vertibird, done that.

What other location triggers him to "talk"?

Well he makes vague hints to his past in the Van Graffs weapons store, where he comments on how he hasnt seen this many energy weapons in a long time, and then he also makes a comment at the crashed vertibird site (In the very far south in the center area of the south end of the map, he also makes comments with ED-E near. But to trigger the quest, you have to be very near to the quest for Hoover Dam, as well as have Arcades trust as well :)

Head over to the Silver Rush in Freeside.


From my understanding you need a certain rapport with him to get the quest to start. He had some suggestions when I did the Helios-1 quest which I followed and I've also heard he'll speak up during the "White Wash" quest you can get at the NCR fort right outside of New Vegas.
