I know I'm not the only one wondering this. Is this mysterious figure a man, a well-preserved dragon priest, some sort of googly-eyed tentacley thing? What are your theories?
He's not a nord, because nords didn't exist yet in the Merethic era, so he is probably a nede.
Not quite true. Nedes werre the original human population of Tamriel . Some of them sailed to Atmora - protonords. Then they came back and settle back in Skyrim as "modern" nords establishing the dragon cult brought from Atmora. He can be a nord and probably is one.

I think it could possibly be Konahrik, the owner of the last mask you can obtain. Seeing as you don't fight him in vanilla Skyrim and Dragon Priests are immortal. Although that begs the question how did his mask end up in Bromjunaar Sanctuary if he was still alive....
