It means they're purposely not educating themselves. It's one thing to be ignorant, as in you just do not know. Then there's willful ignorance, in which you purposely keep yourself ignorant.
When i think of "Willful Ignorance" i just think of Rupert Murdoch.
Best summarized as "I don't know and I don't want to know".
When it comes to 'the world' it may be 'the majority of people don't know and a powerful minority don't want them to know'. This is probably accurate for your example.
when people choose to be ignorant. basicly covering their eyes going nyah nyah nyah nyah nyah nyah when ever some one starts talking about something they don't want to hear.
i had a friend who'd often be willfully ignorant when a topic of discussion came up that went against the beliefs that his parents forced on him. He'd just go "nope!" even when i could physically prove the point right in his face he'd just say "Nope!"
I'd say im glad my mother was uncommitted to my development as a person, other wise i'd be just like most every one else in the sense they've been robbed of the right to choose what they believe while they are growing up.

I just think of anyone and everyone in the MSM and politics. Rupert is just one of thousands... just another product, and victim, of the same corrupt and complacent industry.

It should be noted that 'willful ignorance' is often misapplied to the just regular ignorance.
Not going out of your way to learn about something is far more common than actually going out of your way to not learn about something.
And Rupert Murdoch is more about willful misinformation. I doubt that he himself is unaware of very much that happens.
