I know the "Rey's Brain" is part of The Kings questline in Freeside. If you have used one of the other 3 possible brains, I believe they serve no purpose.

The Helmet cannot be removed from inventory, it's a glitch following completion of the quest to kill him.
Chlorine? Dunno.
I picked up the cig butt too, no clue, though.
Same with the lighter.
Hides can be tanned and sold for more caps with survival skill.
I believe the firing mechanism can be used to repair one of Caesar's howitzers.
The patrol notes and raid plans can be taken to the NCR patrol leader north of Camp Searchlight as part of a quest after you retrieve the irradiated dog tags from the ghoul troopers in the Camp.
Lottery tickets are useless, part of the lottery at Nipton prior to the massacre.
No clue on the marked cards.
NCR computer and radio parts are part of a quest in Camp Searchlight, in one of the church cellars you'll find 3 mercenaries who're trying to recover NCR stuff from the town, that's one of the items you turn in to them to complete the quest.
Rey's brain is one of the brains you can use to upgrade Rex.
Rocket--useless.
Snow Globes can be sold to Mr. House's assistant Jane for 2k caps a piece.
Star bottle caps are used for a quest in the bottling company's HQ. Go there, talk to Festus in the lobby.

The Rocket souvenirs are not useless. You can use them to fuel the rockets that the ghouls are trying to blast off in the Repconn test site. You need 5 of them.

If they have weight, they aren't a quest item anymore and you can drop them.

It's not about the weight; it's about saving time scrolling through stuff. What they need to do is make them non-quest related after you complete the quest. I mean, I am running around with over 500 Rocket Souvenirs in my pockets even after completing the quest they are for. If they had weight, I'd be [censored].

Some of those items, however, are released from quest item status while others aren't even quest related at all.

The lighter can be dropped once you deal with Benny.
the cigarette butts aren't even quest related and can be dropped.
Motor-Runner's Helmet can be dropped after collecting the bounty.
Gecko Hides are also not quest related and are merely vendor fodder or used in a recipe maybe
lotto tickets aren't quest related
Rey's brain you need to take to Jacobstown to Dr. Henry with Rex in your party. If you never had Rex or started the quest "Ain't Nothin' but a Hound Dog" I don't see how you even obtained it.
Star Caps, while quest related, can be removed from the inventory by giving them to Festus (a fortune teller-type machine in the bottling plant)
Snowglobes... Really? You don't know what they are for? Do you like, never talk to any NPCs or what?
Marked Cards I am not sure about. I had them, but I never tried to get rid of them; plus the "quest" they are associated with is unmarked.

Everything else I would assume is for a quest if it's weightless and can't be dropped, or just junk if it has weight and can be dropped.

Thanks for the replys. I know that a few of these items can be sold but I was wondering if they had another purpose before I tossed them. Also, I found out the marked cards can be dropped.

The Marked Cards are from a side "note given quest". Read your notes and one should be titled, "Report back to Captain Parker". He is in the Aerotech complex just east of McCarran. You should be able to activate said "quest" through dialogue. Not sure, however, if you're able to drop the cards or whatnot following completion. Have you tried just putting them, or any of the other items, into one of containers (dresser, suitcase, desk, etc.) inside the hotel room at Novac? I was able to, if that sheds any light about it.

The cigarette butts are part of the same quest stream as the lighter.

I have Motor Runner's helmet. I completed the quest & got my payoff but: I can not drop it, sell it, repair with it cry/scream/whine/beg/bribe/exorcise it out of my inventory. It is a permanent 1 pound pennance for accepting the mission. Oh well, its only the same weight as one bottle of water which couldn't possibly be useful in the desert... :foodndrink:

(and no, you can't even give it to a companion so that you can tell them to leave with it)

This game drives me crazy with all the crap I find and have to search the wiki to find out how to get rid of it. Half the time I was screwed since you can't turn in some of that stuff if your reputuation has been tarnished with the faction the item belongs to. Also there are some things that are literally stuck there no matter what.

Really?! I was trying to give them the dinosaurs since one of them claims to be a dinosaur, and mentions toys from outside. Didn't work though.

You can "donate" Rockets to the Boomers. I think it's Raquel who takes any amount of them.

Not true. Items can have both weight and be set as quest items. (Such as the sonic emitter out at Nellis AFB. Or snow globes that have weight and are quest items. Or... well, you get the idea.)

*some* quest scripts are good about turning off the quest flag or swapping the item for a non-quest version when the quest ends. But there's a lot of quests that are either buggy or are very fragile and easy to take off-track so that they can't be completed, leaving you stuck with said quest items.

(There's a mod over on the Nexus that makes quest items have zero weight, so they're less of a nuisance.)
