There has to be a Microsoft Office program that does this.

If you have Excel, you can graph in that program. Just select the data, the labels and hit Alt F11 and you have a graph. You can modify from there. Also Open Office does this, but their graphing is kind of clunky.

It's not expensive either.

Graphs are one of the few things that spreadsheet programs do well and deservingly so. The already mentioned LibreOffice Calc creates fine spreadsheets and graphs.

OP says free, it's definitely not free.

MS Office is more expensive than my yearly hosting fees.

MS Office is more expensive than Windows.

MS Office is probably the single most expensive piece of software any non-professional person will buy. Not to mention an unneeded expense at that since the free Office offerings are more than good enough for non-professional needs.

And LibreOffice can do it indefinitely without any nags for entering a key.

Heh, I went to open Office about 2 years ago and never looked back. I even get Office for free from my mom as she buys the new version each time and gives me the old one.

Same. Unless your bread and butter is writing documents and/or sharing/collaborating on various documents with embedded macros and whatnot, Microsoft Office is overkill for what an average writing/spreadsheet user needs. I'd much rather spend the money on something I enjoy.
