Whats that little icon next to your weapon? : Fallout: New Vegas

Ive noticed that just above the DAM/DPS there is a little symbol and a number.
What does that stand for?
on my 9mm submachinegun its 25 but on my pistol its 0 even though they have the same symbol there.

Symbol = Relevant skill.
Number = Minimum score to use without penalty.
