no, but the doctor that patches you up at the start of the game has one and slaps it on your character.

Presumably, I don't think we've been told for certain. Lots of speculation on whether it was his old one, or just one he somehow had lying around.

this just came to my head he may have found one in that casino thats a vault i think its on the strip

The Overseer stuff is just fan speculation as far as I know, I don't think anyone ever pointed to a source for it. Only thing we know about Mitchell is that before becoming Goodsprings' doctor he was a Vault 21 dweller.

I'm more inclined to believe this theory than any of the others... I know for one, I'll be killing Mitchell as soon as I can. I have a lot of other killing to accomplish in the wastes and I don't want the victims friends and family dragging the corpses over to a doctor that has the ability to ressurect the dead.

This was a long long time ago so my memory of it is hazy at best but didn't they say we could upgrade or pip-boy with, ahem, bling? To the pip-boy 30.000 or something.

It makes me wonder... I might be wrong, but the Pip-Boy uses a biometric sensor that prevents it from being used by others but you. And once you strap it on your arm, you can't take it off.
So, how can Mitchell take off the pip-boy out of his own arm? He can't. But if he gets someone else from a vault and chop their arms he might be able to take it off. However, there is still the biometric lock, only the greatest hacker in the wasteland, or someone who has access to VaultTec technology or maybe an overseer could disable this.
The idea of Doc being an overseer might be right, but why leave his vault without a leader? Why and how does he resurrects people?

Leaving the vault, to become a doctor in Goodsprings is kinda of a dumb thing to do. Resurrecting random folks found dead on the wasteland is another strange thing to do. Giving a Pip-Boy to a complete wastelander and a suit as well is even more weird.

Dr. Mitchell is a strange man...

Those are just lies told to the residents of 101 to keep them afraid.... The Pip-boy can be removed by anybody with the right tool. The sensors are a whole nother issue, of course, but you could likely expect that they simply aren't as sensitive as they were 200 years ago. They are still capable of picking up your heart rate and the such (consequently capable of telling you your HP and other stats) but that they are no longer capable of differentiating one user from another, beyond that.

So, like, if you go into cardiac arrest or something it can be removed then and if you are revived it's a way of getting it off and disconnecting it from you without actually dying?
Seriously it looks nifty and all but it looks uncomfortable too.
Plus, wearing one of those someone might poke your eye out and dye your hair purple to mess with you.

I don't think he "resurrected" you. I'm pretty sure you are not dead when victor finds you.
Also, it would make sence to leave the vault if he was the overseer ot the vault that House won.

One hell of a coma, huh? I would be dead! Heh, The Courier's luck must be set to 10 by default. :laugh:

The bullet would cause severe bleeding and you would be dead in minutes. And even if Victor appeared 10 seconds later the time he took to dig you (considering he was at the speed of the Teaser for FNV) and the time to take you to Mitchell in Goodsprings...

Vaults probably have a supply of pipboys and maybe even have technology/tools to make new ones. Since vault 21 was opened, it's logical to think the doc took a spare pip-boy with him when he left for spare parts or even to trade it if necessary. Remember, working tech probably worth quite a few caps in a post-apocalyptic world.
