Going back to a previously visited region may prove to be a nagging problem for Bethesda - no matter what they do, there will be folks who will complain about 'missing' places, people or items.
It might pay dividends for Bethesda to focus new DLC on unexplored regions. Orsinium would be a perfect choice for that - contiguous with Skyrim, a modestly sized area, and filled with potential for adventure and lore expansion.
It also suggests that TES6 would benefit by being located FAR away from High Rock, Morrowind, Hammerfell, Cyrodiil and Skyrim. Perhaps the Summerset Isles will be the best choice, with interesting expansion potential as well.
