nope, though Tamriel Foundry has a list of all the released skill lines including class, weapon, and armor skill lines.

I'm not sure what you're looking for, honestly. (Not that anything is currently available). Do you mean character creation in terms of the appearance sliders? Because an official package where you can experiment with (and save) character appearance would be fantastic (but on Zeni to make, so bug them).

But if you mean character creation beyond appearance, you choose class and race and go.
