Where are the maurauders?

So in oblivion I would usually just go to one or two forts when I knew it was time to get some better armor. I always knew marauders were in them. Seems so far in skyrim I can't stop fighting bandits with really crappy hide/leather. Does anyone know where the heavy armor wearing baddies hang out? I'm at level 16 and am very tired of this steel i've been wearing forever.

if you leave whiterun going west there should be a fort ( can't remember the name; my opacity is off that's why ) , in this place there should be a npc with steel armor

well, hopefully he'll have something better than steel now that i'm a higher level, i'll check it out. Still have to figure out what level upgrades start spawning i suppose.

I assume heavy armour characters are supposed to get their equipment through smithing since it's considered a "warrior" type skill.

The chief NPC might :shrug: only have steel armor unfortunately

I don't smith. If i have to smith to get anything above steel that would be ridiculous.

I don't think bandits get anything better than hide or iron armor through the whole game
Don't expect it to be like OB where every bandit had glass armor

ugh, just opened a boss chest and it's still spawning iron armor. this is ridiculous
