Precisely as the title says. I'm lev 20 with novice robes of restoration and I literay cannot find anything better, all of my spells are at the 50 rank and this is just not doing me any justice.

Save up some money, all the mages in the College of Winterhold sell all the versions of the mage robes for their respective school of magic that they teach.

College. You can buy nice robes, and you can get Arch Mages robes.

Iirc Farengar Secret-Fire sells some robes adequate for your level as well.
