Well i'm in the city of Downstar and i have to find someone to learn new destructive spells, anyone know where that person is?

Go to the College of Winterhold or buy them from Jarl Bulgruuf's court wizard. Those are two good places to get spells.

Some lady in the college told me different cities have different people that will teach you spells.
