I don't know off-hand who you can get them from. However, you can open the console (press the ~ key) and type:
player.additem 00043e94 5
that will give you 5 stealth boys

I found a bunch at the REPCONN test facility, west of Novac. There's a chance the Nightkin corpses has one on them.
