Ok so i have searched Dragonsreach from top to bottom and cant find this guy at all, people say he stands next to the jarl guy but he isnt, any ideas ????

I have done the quest Bleak falls barrow as well which some people have said i neeeeed this house please help me to find this guy.

He is indeed at Dragonsreach. You'll want to look for a slender fellow who is balding. He doesn't wear armor, which should help in spotting him.

Try above/behind the throne room/big hall you enter in.
