To recharge weapons go into Inventory and weapons, highlight the staff you want to recharge and then look at the bottom of your screen to see what button you need to hit to charge it. Make sure you have some filled up soul gems first or it wont work.
I think you can sell staffs to the trainers at the Winterhold college, probably other places as well.
