That creature is in fact a frost giant, he is found is the giant valley when you do the quest to get auriel's bow.

I completed the questline, but i never saw any Frost Giants in the Vale.

Just falmer, charrus, Frost Trolls, the 2 dragons, and Vale sabre cats

My question, which is somewhat related to this, is are the gems that they drop simply high value loot, or do they serve a purpose in either a side quest or an unmarked quest?

I completed the questline, but i never saw any Frost Giants in the Vale.

Just falmer, charrus, Frost Trolls, the 2 dragons, and Vale sabre cats

The ones i encountered were off of the path, i like to explore the whole area, and it is weird because the dragons did no spawn for me

They aren't exactly hiding, but they are a little out of the way. If you have the initiate's ewer still bring it to the inner sanctum. That first big room has a little pedestal you can activate using the ewer, that should open a door that will lead you to one of the giants.

They are used to activate a waygate that is near the giant with the sapphire paragon. Should be just across the river from it, in fact.

Each area you can be taken to by a Paragon has a chest. One of the areas has a special shield, but I don't wanna spoil what that shield is.

Opposite for me. Got the cool dragons

sad there were only two but no Frost giants.

Hopefully they will spawn with my other three characters. I made these three just for this dlc too haha.
