The items seller in the castle sells them. I forgot his name. They also randomly spawn once every couple of days in the dinner hall

try asking some of the people in the castle if they need help,after i did some quests for them they gave me some.

you also get them as a reward for doing the radiant side quests.

Thats all Ive been doing now. I have yet to get them. Only Crappy leveled weapons or armor.

It's all I seem to get from radiant quests. I had like 40 of the damned things by the time I finished the VL MQ.
