The Creation Kit has not been released yet.

In the meantime, you can use http://www.skyrimnexus.com/downloads/file.php?id=165 to look (but not touch, so to speak) inside Skyrim.esm, or you can use tools designed for previous games, like http://www.newvegasnexus.com/downloads/file.php?id=34703, to make some very basic plugin files.

Aside from that, you'll just have to wait.
