There's a number who are listed as essential. Not sure where they are since I don't want to spoil my first game by looking.

The Mysterious Stranger is an unkillable advlt NPC.

It appears that companions(at least the ones I've worked with so far) have a part in the quests, Veronica gets you into the BoS secret hideout, ED-E i has a recorded message concerning an enclave base, in my game they are set essential, which I admit came as a pleasant surprize, but obviously this can make the game a little too easy, just stay back and let them do the fighting.

I found this one guy in a NCR base that was behind a glass wall and a door that required a key. I couldn't get in there. So does that count as a non-killable NPC?

What about the Vendertron in the Gun Runners shack east of Freeside? as far as i know you can't get in there without something like a no clip code.

you can't kill the forcaster at trading post 188, even using the console command kill has no effect on him.

Go to victor's house in goodsprings, after advancing the story beyond Novac, to lean the truth about him.

Spoiler
Yes, he is very much unkillable, even if you see him die.

At the end of the Platinum Chip questline (I sided with CL) I had to kill Victor because all of the robots went hostile. TIP: Get a Pulse Pistol from Gold Rush.

This sounds like the most probable answer to me. You can talk to him about how he got in there and he tells you the kiosk was built around him. There's no way in there.

Unless robots stuck in bullet-proof, doorless structures don't count, I believe he's the one. lol
