Extracted sound files show that Alduin and other dragons were originally I assume, meant to use other shouts like that, but for some reason they don't in the final game.

High-level Deathlords and Death Overlords. I'm not sure, but I would bet that Tsun is able to use Disarm. Maybe Ulfric.

Ulfric and high level Draugr are the only ones that I've come across using it.

Ulfric, Draugr Deathlords, and Draugr Death Overlords will use it on you if you are below level 35. If you are above level 35, then you are immune to it and they wont use it on you... (They will still use it on other things, like followers and other enemies!)

Ulfric definitely uses it, he used it in the Batttle of Solitude. In the midst of the fighting a bunch of Legionairres came running at us and I heard him shout, when I turned around the one that went directly for him was trying to fight with nothing but fists. At first I was confused and then I realized what had happened. Lulz.

Just finished the Dustman's Cairn quest for the Companions and I got disarmed I don't know how many times in the final chamber. I guess I need to start carrying more than one bow and one primary melee weapon from now on, lol. It ended up being a long cycle of losing my weapons, using Unrelenting Force to get them off me, finding my weapons, chugging Restore Health potions, then RUN AWAY RUN AWAY while my shout recharged, by which time I could turn around and I'd have them right up on me again, then I'd shout again to push them away and hope Farkas would get up in time to distract them so I could take out at least one with arrows before he took another knee and they all came running back to attack me.

That really is one quest you need to do at a lower level, or wait until you're so OPed that you can take on damn near anything and hold your ground until you whittle them all down. Yikes.

Do dustman cairn by using runes to pop the draugr out one at a time, theb after they are dead- pick up the stone.

Done and done.

Didn't go there for a stone, you might have it confused with a different dungeon.

Don't have runes either, as I'm not a mage and haven't chosen to start throwing money at spellbooks yet. Maybe when the warrior thing gets boring and OPed, but that's gonna take a while. Generally I only end up with those spells if I need to buy them to give a vendor enough gold to purchase something I want to get rid of.
