Which 'Peak Value' best represents Agility?

Hi,

Advice for an inexperience skyrim modder... What of the current stats do you think best relects 'Agility'? I'm making a disease - one of the old lore ones - that affects agility. Which Peak Value would best represent that?

Agility is the governing Attribute for Block, Light Armor, Marksman, and Sneak. It affects:
Your ability to successfully hit enemies with a weapon and dodge their attacks (not magic).
Your ability to use the Sneak (including pickpocketing), Security, Acrobatics and Block skills.

So possible it can affect amount of time during slow time effect from Quick Reflexes and Steady Hand so with less agility less time you will have for dodging and better aiming with bow, it also can decrease sneak attack damage coefficient and decrease bonus from perks to Stealth, Light Fingers and Agile Defender.

Can a Disease cause that number of effects in the game? Or are they limited to the 'dual value mod'?

How did you get this to work?

I can't for the life of me get the speed ability to work. I have a spell ability set up to increase the speed of the player when that spell is added to the player, but it doesn't actually increase the speed despite the effect shwoing up in the magic effects menu. I have the ability, and nothing happens.

What is even stranger is, I've copied the Wisp's ability to move faster in certain conditions and tried using that instead of my spell (except I got rid of the condition, so it should happen all the time) and it STILL doesn't work.
