Anybody know where it is and what you need to do to get in and get the book there?

It's in the North. There's a path from the place where you learned the Bend Will shout. It's near the top of the mountain. I learned of its location from a madman that I ran into West of the Telvanni Tower.

Easiest place to find, its almost middle of map.
