Will battles be coordinated by some Player (general)? or will they be a free for all with no tactics?

I ask, because if there is a General and he is killed, will he be able to re spawn to continue the attack.

or will a well placed assasin destroy the best laid plans of men and mer.

From what i understand its NPC driven through quests and such

I'm sure there will be plenty of players out there that will run groups in Cyrodiil to take out keeps and defend them. But there will also be zergs out there also. No matter what game you are playing there will be zergs, because zerging is just a mentality, nothing you can really do to stop it.

But, like I said, there will be people who will run organized groups.
