Institute. They're the only ones who are actually building really new tech without being outright genocidal or insane.

NCR is second-best, as they've actually forged a nice nation, and are movinh up the industrialized ladder.

House is 3rd, only because he's about "progress at any cost!" and lacks the same priduction backing as the NCR or Institute.

The brotherhood is the only force that can successfully control the east coast in it's current state. The NCR couldn't exist, because it is only possible due to massive populations that support it's strength which the east coast can't sustain. The institute could work, but honestly they've caused enough destruction already for them to be trusted, it's like the nazi party after killing millions being like 'it's ok, we'll be good from now on'. I can't trust them to continue. House doesn't have the power to control the east coast in any way. His securitrons wouldn't be a match against the mass amounts of mutants. Other factions won't work either for obvious reasons I don't need to point out.

In my opinion? An Alliance between the Minutemen and the BoS.

When the BoS go back home the SS will probably become the Elder of a new chapter with a skeleton crew of BoS veterans mix it with the Minutemen whose questline consists of building up settlements and relationships with the settlers which can lead to a BoS-Minutemen chapter where the Commonwealth BoS would have a more direct role and focus less on tech (Not completely abandon it) and more on rebuilding and taking out hostiles.

In my head canon my character turns the commonwealth into a safe, functioning country with the help of the BoS and Minutemen.

With the BoS's strength and teachings and the Minutemen's spirit I can see the two working pretty well together
