Who sells Trail Carbine scopes and after which level?

I'm having serious bad luck with weapons' mods these days, and I don't want to add them via console commands. I know that the Gun Runners sell everything, but unfortunately not all the time. Any idea who else sells Trail Carbine scopes, and what level one must be for them to start being sold?

I've gotten them all from gun runners and Miguel's secret stash. I think it is Miguel that pawn shop in free side. No idea what level

I don't know exactly what level the mods show up, but they seem to show up just about the time the weapon will show up in the vendor's inventory, maybe a level or two before.

However, with the Sunday Bug, what you have to do is make sure you wait 3 ingame days during your current session to see the vendor's inventory reset. If you play 2 game days in one session, then quit and come back, you will still have to wait 3 in game days.

Note, it is best to wait 73 hours, and you can do this standing right in front of the vendor. And, you may have to do this several times before you see the inventory mix that you want.

I have also found mods being sold by traveling merchants, the GunRunner salesman under the bridge at the Trading Post, and at the Crimson Caravan Headquarters.

But GunRunners Headquarters is the best.

I know that. I don't want to power-shop this way at this point though, because it also causes killed creatures to respawn. Not that I mind shooting a few extra Fiends, but respawning Cazadores and such on routes I plan to go through a second time can be a bit of a hindrance.

It takes a long time for the cazadors to respawn. The road north of GoodSprings stayed clear for me for a long time and still has never fully recovered. Same with the north bank of the lake and a bunch of other cazador locations.
