How many people actually are around Cicero though? I mean I have only played that far into the DB once. I'm not really a fan of murder, especially just for money. Most people use Whiterun as their main travel point, so passing by Nazeem is commom. And he always repeats that SAM DAMN LINE AHHHHH. Cicero is... the Keeper in the DB quest line. dresses like a jester and is mad as a hatter. the player is given the option to kill him, or spare him and gain a follower. i just kill him on principle, because unstable jesters just don't make good loyal minions.

i might toss my vote in for lydia. i just want to punch her in the face when i go to give her awesome equipment and she blurts "I am ~sworn~ to carry your burdens. /le sigh"

You meet him for the first time on the road near Whiterun, and he asks you to help him with his broken wagon. I believe that's the only time you see him outside the DB questline.

though, lydia has the redeeming quality of being capable of stealing dragon aggro at just the right times for me. usually just long enough to pop off a few potions or cast a couple buffs/heals

I find it strange that everyone hates Nazeem, I meet him extremly rarely. Well, maybe I′m just too rare in Whiterun, I keep there only my alchemy ingredients and some crafting materials. I keep everything important in Solitude or in Winterhold.

The kids in Dragonsreach. If I could do it, I'd punt that snotty bootlicker one liner kid right into the dang fountain/sewage water right outside the main doors. As for the daughter, I'd ring her little neck for asking for a stupid dress she's never going to get, JUST SAY IT ONE MORE FIGGIN TIME YOU SNOTTY LITTLE TWERP!

I swear, the rage in me at even the mention of those two little pukes makes me want to.. just do horrible things to them.
