Bandits with glass and daedric equipment was stupid in TES4. There were many mods aimed at fixing that. IMO the "leveled loot" is still too aggressive, because merchants start selling all the high-level stuff once you're at a sufficient level; that kind of loot should only be had through smithing or delving through extremely vicious dungeons, not plonking down a bit of coin to pick from a rack. Glass and ebony are supposed to be so rare that only the very wealthy can afford to have pieces custom-made, and daedric ebony is supposed to be so incredibly rare that few people even know what it is.
Yes I agree that there are some things that should be common sense. Though the devs aren't lazy and they've solved the bandits issue with this locked zone levels.
As for merchants, I have mixed feelings about this.
Merchants can sell high level stuff because they are, well, merchants! Whoever in the world can make ebony stuff can sell them to the rest of the world.
Though maybe a compromise. Daedric should be the super rare one, and make it so that you can only make it by learning it from a master blacksmith who lives as a hermit. Or maybe learn it from a daedra, in exchange for an evil service.
But you can't make glass that rare, because people going through the light armor route only have elven and glass gear. Making glass too rare would gimp them.
Or you can make it so that only certain cities will have glass ore and ebony ore for smithing.
