Why are Wall and Cloak Spells not effected by perks or potio

This befuddles and frustrates me because they are two of my favorite destruction type spells, and while wall spells hold up at high levels on master, with appropriate spell reduction, cloak spells quickly lose their use as 8 damage per second hardly comes into play at high levels on master.

oh and rune spells too, but runes are effected by fortify destruction potions

Because Layman, the 50% damage increase elemental perks do.

Besides that, destruction is somewhat lacking divine qualities it used to posess.

no, they don't. at least it doesn't show it under the spells menu. and you call yourself an adept
