Why I can't buy the game on Steam ?

Skyrim is not available on Steam in some countries. Namely Czech Republic.
There is local retail distributor, who does have localized version (subtitles only, of course). Problem is, that this distributor must also process every patch and DLC, which delays the release (up to months), and some DLCs for F3NV for example was not released at all .. and you can't use original DLC on this localized game. This local distributor also stated, that this policy is out of their hands, and that they cannot guarantee that patches or DLCs will be released or that non-localized versions will be compatible with their version of the game.
I wonder whose decision was it ? Also what's the logic behind it ? Local distributor says it's not his decision nor requirement to do the localization. I bet Steam wants us to buy the game via Steam. So that leaves out Bethesda.
How I'm supposed to play the game, if I'm not interested in inferior localized version ?
