I feel the same way, unfortunately there is no way to kill her unless you use pc

You cant kill anyone you want in Skyrim unless you're on pc.

They'd have to put another character in to be jarl, if you kill her. She becomes jarl if you follow through with the Imperial quest line I believe.

You cannot kill any essential NPC because of restrictions put on certain NPCs by Bethesda. PC players can use console commands to work around this as said in this thread.
