If they want to make a completely new game they could have used a new IP.
Why make a game in an established series? Because a lot people have heard or played the games in the same series before and they have enjoyed it. So making a game in an established series can easily garner much more attention and sell much better.
Imagine if this game is not called TES:Skyrim but something else, do you think it'll still garner this much attention even before release?
However, when you make a game in an established series, people will have expectation on the game. Expecting it to be a new game, as well as having features they loved in the previous games.
So when the game is release, people who had these expectations but found it no where to be realized, they'll be disappointed(e.g. Spell crafting, great guild quests, etc).
And for players new to this series, they do no have such expectations so to them there seems to be no disappointment.
