Why doesn`t Skyrim has cloaks?

Probably because they would look horrible unless they had physics, and with a game the scale of Skyrim, that would be impossible on consoles at this time.

I now Skyrim pushes the limit on consoles, but what about other games in an open-world setting (like the ones previously mentioned: RDR, AC, DD ++). From what I have seen from the modded capes it doesn't look like there is much texture flow there either. Is it the engine Beth uses?

Most likely. But also, those other games are no where near as detailed as Skyrim.

So is this Bethesda thing maybe? You see them in plenty of other games like dragons dogma, ac, Red dead (dusters with texture flow) and so on..
Yeah I'm inclined to believe it's one of their things, like real time ladders and a few others.

True. But a game like RDR is pretty large and detailed for a console game. I'm suspecting Bethesda just has'nt found a way of implementing it in a satisfactory manner. They do alot of things great but there are some technical shortcomings on some areas (like general animations, wich are pretty much stiff all over).

There's no doubt Bethesda has a long way to go, but I don't remember Red Dead Redemption allowing you to go into every house and manipulating most of the object within it.

All of the cloak/cape mods that I have seen have clipping issues. Maybe that's why.

The fact that a game like Two Worlds 2 could have free-flowing capes and Skyrim cannot does strike me as a little odd.
Well Two Words cut a lot of other corners.
Anyway, the nightingale armor is the closest and it look stupid on beast races as the tail moves all over it poking trough.

Yeah but the physics and look of cloaks in TWII was horrible. When you ran with one on it looks like you were in a wind tunnel and the cloak was made of paper the way it easily flailed around.
Sounds a lot like physic in Oblivion, so happy to have it that you have to show it with warhammers who behave like rubber balls then you kick them.

Yes thats true. Skyrims scale and ambition is uncomparable as far as I'm concerned. But I don't think thats the reason we don't have cloaks/capes.

If you are a PC-version Skyrim player, head to skyrimnexus.com, and download the addon "Cloaks of Skyrim". Adds something like 150 capes/cloaks, that appear on NPCs, as loot from various enemies, in dungeons, and some of which are craftable, using leather, hides, and canvas rolls (commonly found in ancient nord ruins/barrows). Many of the cloaks introduced are enchantable, and don't occupy any of the vanilla gear slots, so they won't interfere with the default look of any armor sets in the game.

The Skyrim game engine does not support cloaks (as in, the bone and physics needed for it). That's why Nightingale armor looks crappy as hell.

You can make fake "cloaks", that is, cloaks that moves as flexible as a candlestick: stiff. That Dragon Quest sage mod (and especially Dreamburrow's retex) did a pretty good job making a fake cloak.

IIRC, a modeller said Skyrim's engine does have a bone for "skirt", but too short and as such is pretty useless.

And if you're talking about "why don't they make more cloaks since I don't mind the stiffness", most probably Bethesda's artists noticed how crappy Nightingale's cloak is and decided to not bring it up again, opting for FOUR models of Fur Armor instead.
