Why don't all vampire bites infect the victim?

Just curious.

According to the UESP article on vampires (lore), if they bite a victim and keep said victim alive after feeding, said victim is infected with the disease.

However in the castle, it seems the vampires feed all the time on human "cattle" while keeping them alive. They sure don't seem to become vampires.

And of course the player can feed without infecting.

But perhaps these examples can be explained as not canon, since certain game mechanics are not canon according to lore.

doesnt turning others into vampires involve giving some of the vampire blood to the to-be-turned person?

I know that you could fight a cave full of vampires and only have something like a 10% chance at contracting the disease. As a vampire you could also feed on the sleeping without infecting them, yet only when you get the radiant quest in Dawnguard are you able to turn someone.

I'd chalk it up to a game-play mechanic and nothing more.
