I noticed it with J'zargo and now Serana (Dawnguard). Are they frustrated archers?

Nah, it's just the weirdness that happens when an NPC survives getting shot. They keep a souvenir of the event; and if they are archers themselves, they start using VERY mad fletching skills to duplicate the best of their arrows for use.
