Why isn't there a barber shop?

So I realize this is something small and nitpicky. I do like the game despite all the bugs that I do run into (if there was a character statistics page with Death by vegetable buckets, it would be more than 5).

But it does seem like in all the TES games, one of the most common questions asked is regards to changing the character's appearance. It doesn't matter too much too me since, as far as I can tell, I rarely actually see my character except when I die (since the 3rd person view is pretty awful, it kinda gives me motion sickness). But for a friend of mine, she plays the console version so she doesn't have access to the dev console to access the console command to change the character appearance as PC users do and from forum posts across this one and various gaming fansites, it matters to quite a few people!

So i'm curious why there hasn't been a way implemented in the game itself some means to legitimately change the way your character looks. Surely, it wouldn't be immersion breaking, after all, i'm sure there were barbershops in whatever time period you want to argue Skyrim draws influence from.
