Why isn't there a way to redistribute your perks throughout

In a lot of games anytime there's leveling up, a skill tree, perks, and so on they give you the option at some point in the game or at certain places or parts of the game to respec or redistribute perks, points, skills, or whatever depending on the game and its system. Why can't you do this in skyrim with perks? Most importantly why haven't they added an option like this to the game?

Who agrees that they should have had this option in the game already and since they don't they should add it to the game? No matter how this is made possible I just hope they give us the option to redistribute perks at any point or time in the game. Whether this option is available at certain locations throughout skyrim or you have to pay to be able to redistribute your perks that's up to the Developers not me. As long as I have the option and choice to redistribute my perks I'm happy no matter how its done.

From all the spoilers I have been exposed to, I have learned that it is now possible to clear one tree and redistribute perks in Dragonborn.

If it is technically possible, I am in favor of enabling XBox and PS3 users to use console commands. I have heard of some people who do not have any control over themselves and use console commands all the time, for these people, playing on console gives them relief from the compulsion.

I have found that I enjoy the game more if I do not do anything that I think is cheating. If I used console commands or any other methods to give myself an advantage, it really takes a lot of enjoyment out of the game. I understand different people have different ideas about how they would enjoy the game best.

I recently added Heartfire to my game.

and I really enjoyed the new addition. One thing it does is to make alchemy much easier and much more powerful by allowing users to grow their own ingredients in large quantities. Many ingredients I have considered very rare and precious is now very common.

It changed the game drastically, but I did not mind this. The sense of challenge did not disappear. It just shifted to a different place.

Same with Dawnguard. New weapon were added that make things easier. And vampire dust has become rather common. We have new high level monsters and new stronger vampires. I didn't mind these changes. I enjoyed them.

Its intentional design, the developers try to reinforce the idea of consequence of choice. There are consequences for alot of things you do throughout the game (even if it is just a family grieving because someone mysteriously offed their child), just the same as there is consequences for all the choices you make with your perks.
If you don't like what you chose, you need to learn to deal with this, or start a new character and make sure your picking the right perk this time. I actuallly dun goofed on my current character and put my first perk into Conjuration instead of Illusion at level 50, it took me a good 3 hours before I actually noticed. I've had to deal with that choice now and accept that its my fault for not thinking clearly when I made the decision.
