I just noticed, when I'm in 1st person view my character cast no shadows, but everything else does. When I go to 3rd person then my character casts shadows.
I have shadow quality set to Ultra. My question is, is there some kind of problem with my system or is this by design?

Yeah, Shadows are basically a overlayed picture put on top of the base graphics that are derived from the base picture, if your body is clipped[not present] in the base picture it won't cast a shadow in the shadow overlay.
