I've been struggling to fix this, in some places.. like in Riften right now my fps falls to the 20's.. i've tried changing from high to medium.. to low.. tried lowering all of the options, turned off AA etc

the game is barely keeping my gpu awake, neither my cpu nor gpu go much higher then 50% useage... I get great performance in games like battlefield3.. and the witcher2, both of which seem a bit more hungry then this game does

Any tips out there? it's not spoiling the game for me.. most areas everything is very fluid and crisp, but in some places it drops like a rock and really stands out like a sore thumb
