I picked this perk when I first started and I haven't had anything weird or out of the ordinary happen yet. My luck is at 8 and my character is level 12. Since I'm bringing that up I also noticed that there's nothing much going on near Horowitz Farmstead. There are no random encounters there except a few convicts and as I went west from there I wasn't even attacked once until I got close to Jabobstown.

I picked the trait as well and seem to be having the same problem. Every time the weird alien noise and the icon pops up, I don't notice anything strange.

They're rather subtle tbh. but they are there. I've come across 3 so far.

I came across the one from Clearwater to Primm where the guy is hiding in the fridge. This is a myth that was used in the latest incarnation of Indiana Jones. Where the nuke went off and he jumped into the fridge to save himself. Most older boxes were lead lined and government officials even told the public that getting into one could save your life in case of nuclear fallout. The problem is that they were generally only big enough to fit kids and that they locked from the outside and were close to impossible to open from the inside. Add seals and you'd run out of oxygen in an hour.

So that's the only one I've found. Apparently one has a UFO flying overhead. Haven't seen it, but am watching for it.
