It will not let me talk to him at all, i want to tak to him to get the Markarth house. Any suggestions?

Try doing a radiant AI quest, then turn in the bounty to Raerek and you should be able to talk to him

It still aint letting me talk to him, i get option to turn in bounty i do turn it in then after cant talk still.

I did 5/5 of them. I still can't buy the house. I posted this in the bugs section. Not that I want the damned house anyway. I'm already forgetting where I'm putting stuff. 105,000 gold and I don't know what to do with it all. Bounty? Pfft. Do the crime and pay the fine. It's gotten to where I don't even care if Sonja gets caught anymore. I still have more than 105,000 in gems and weapons stored away.

Did you do the first bandit kill for the Jarl, you need to do that then he will give you a quest to get his ancestrol sheild back. Then I think you will be onto a winner.
I am just about to do this quest on my second playthrough myself and Rearek deosn't speak to me either just now, even theough I have done tons of quest for the peole of the Reach.

Yep, got the shield for the Jarl. "You are now my Thane! You may now own property. See my steward for details."

Me: "Yo! Steward! Jarl tells me you has a house for sale?" (no that choice did not exist -- only choices were: "I'm looking for work. Got any?")

Steward: "Go risk your life killing this Dragon in this area swarming with Forsworn. I'll pay you 100 gold if you live to tell the story." So I do that, and now he won't even talk. Maybe I need to do like I did at the Thalmor Embassy to get things moving -- kill someone inside the castle, like a guard or something. Hey better yet, kill one of those Thalmor guys. Pay the fine. 1000 gold, no biggie since I've got 105,000 gold.

Markarth svcks anyway, but still. It's bugged.
