For example: if I have 12% less magica cost for destruction spells on a ring and 12% percent on my robes, does it become 24%? This is the main question I have had since I've started playing. Thanks for the help.

Yes it does, I also have heard of being able to enchant your items so that spells would cost 0 or next to 0 magicka.
