Will the Limbsplitter 2h perk ever be fixed?

Math speaks for itself; the Limbsplitter perk (Attacks with battle axes cause extra bleeding damage) does literally 3-5 damage. Compared to a critical strike chance and armor penetration, this seems absurdly underpowered, and quite obviously bugged. The damage is so minuscule it plays no part whatsoever in the success of a combat situation. 3 hp is...non existent. It does nothing. When you have enemies that are 400+ hp, it matters not at ALL.

So, will this be fixed?

How is it any more broken then the other 2? Or the one handed versions for that matter. Armor penetration only comes into play when an enemy has a significant amount of armor rating in the first place, which none of them do (No NPCs have any perks in armor skills, leaving their AR always so low mace perks done matter). Critical hits are worthless as well, since crits only apply to the base rating of your weapon, and never factor in damage enhancements such as enchantments and perks. At this point, its not worth taking ANY of the weapon-specific perks. I wouldnt even take critical shot in the archery tree if it was required to access higher lvl perks.
