i hope there will be commader of a clan that can send war to another clan in the same guild

As of right now, from recent interviews. you can call them out on the forums and meet up in Cyrodiil somewhere but there hasn't been any official information as to if a feature like this will be in the game. I doubt it though since Dueling isn't in the game this mechanic wouldn't be either.
