If the whole of Morrowind has joined with the Nords, ancient enemies of House Redoran and Indoril in particular, and Black Marsh, enemies of House Dres in particular, will there be a Hortator? This is the only way I can see large Dunmeri forces dedicated to the fight in Cyrodiil, instead of fighting amongst each other and capitalising on the conflict to gain political prestige. I know the Tribunal sanction the conflict too, but the Houses are still renowned for fighting amongst themselves despite this.

Well, not all of the Houses are in support of the conflict or alliance with Black Marsh and Skyrim. Some of the Houses have refused to join the Pact as a result of their odds with the other races (I forget which Houses though). I believe they mentioned this information in one of their Ask Us Anything events.

This is probably a method to explain why areas of Morrowind remain barred from exploration - that the local house does not support the war. It gives the developers room for further expansions to the game.

I'm going to guess Dres and Redoran. Indoril are definitely in because their armour is in game and they bow to whatever the Tribunal says. Still, I'd like to see a Hortator. Seems like as good a time as any to elect one.
