Please implement the arena you guys didn't finish. That would be really to have in Skyrim.

After i was strolling around in the Creation Kit i saw some npc's who didn't make the game, but several of those are linked to an area called the Bloodworks. Which was supposed to become an arena in Windhelm. Why was this not implemented?
