[WIP] Windhelm Expanded

There have been a few of these threads, but now that the CK has a confirmed release month, I think some proper planning can begin on a particular city. I have elected to begin with Windhelm, simply because it annoyed me the most with wasted space (tcl, you'll see what I mean). Anyone up for some brainstorming, then we can nut out the details (NPC names, races and routines, where these buildings and people will be placed, etc)

My intentions so far:

Reorganize the Palace of the Kings to match the exterior better.
- Ulfric's quarters need to actually feel as if they're at the top of the palace. This will require some thought to minimise compatibility issues
- expand the East Wing (barracks area) to include more fighting men; this city is the HQ of an army remember
- expand the West Wing to include servants and quarters, a kitchen and the like. Conspicuously missing.

Add homes to the Gray Quarter
- add several more small single homes (doorways) in the block that comprises the Atheron residence.
- add a home between the New Gnisis Cornerclub and Belyn Hlaalu's house; there are windows there but nothing fills the space.

Correct the couple of interiors that don't match the exterior:
- add another floor to Viola Giordano's house; from the outside, the interior seems to be the top floors. I will move the door of the interior cell to this new first floor to reflect this (this house is all tileset so will be easy). Give her a couple of servants in part of this new floor.
- again, same thing for the house of Clan Cruel-sea.

totally new shops
- there is a pointless massive masonry object between the house of Clan Cruel-Sea and the Palace, this can be removed, along with the city wall behind it, to allow for a few new buildings in the north-west corner of town, behind the house of Clan Cruel-Sea.
- I would like to add a tailor's shop to the market, and a non-Dunmer general store. Possibly in the west wall, or push the wall back a bit to allow for a building

I think these are all good ideas. Especially the non-Dunmer general store. The Windhelm nords hate them so much, it doesn't make any sense for any of them to actually go into the gray quarter to give their money to a dark elf.

Is anyone planning any shop mods? There were dozens for Oblivion. It would be neat to integrate them, eventually.
