So, http://i227.photobucket.com/albums/dd171/misterPEB/Cutoff.png, but I can't expand the window through normal means. I'm on Windows 7 x64. Does anyone know how to fix this? It's incredibly annoying.

You seem to be using a large font theme of Aero. Try switching to one that's smaller.

As shadeMe says, it's most likely to be the text. You might also want to change the resolution of your screen and see if that helps, but I wouldn't bet on it.
It does seem really stupid that they made the windows non-scaleable, though. It constantly annoys me in the dialogue and quest windows that you can't move the window width % of the names of the quests and the data about the selected quests. You can hardly read any of the name of the quests bar a few characters without making it scroll!

Huh... looks like Windows was saying to increase the text for readability purposes to 150%... I never told it to do this. Now, nothing's getting cut off in the CS, but the text is frakking TINY... I guess there's not much to be done for this, sans scalable windows. Which, you know, there aren't. *pouts*
