EDIT: A bit of fiddling about revealed that the cause for me was Real Wildlife Skyrim. If you're still having trouble and don't have that mod either, try disabling mods that affect or add spawn points as that seems to be the root of the problem.

Can anyone tell the author of Real Wildlife to perhaps find a fix? Or perhaps someone can make a patch themselves? If spawn points are the culprit, removing them from the area near the houses in Hjaalmarch and The Pale would probably be enough.

Okay, I finally figured mine out. It was Thickets and Shrub Remover that was conflicting for me.
