I have done the quest The Man Who Cried Wolf, and now i can't get courier to give me letter which is needed to start next one, The Wolf Queen Awakened. I've read that it's impossible to do if you are lvl 81 because it can only be triggered by leveling up. But i'm not lvl 81, i'm only lvl 40 now and since i've done the first quest i've leveled for about 7 or 8 levels i can't really remember, and really a lot of time passed since then, but still i didn't get letter, and for some people as they said they got courier after only 1 level up as soon as they traveled to a city. I've also read that it can be pickpocketed from Falk Firebeard which wouldn't start quest but that it is possible, but there isn't any letter when i try to pickpocket him. I have met courier twice since then, once he didn't have anything for me, and once it was inheritance, but nothing connected to this quest. And i have done this quest on my first character and had no problem with getting the letter, i guess it shouldn't matter but it was on lower level. So does anyone know how to fix this?
