Wondering if Possible

One thing that has always bugged me about elder scrolls games(and games in general) is how once you get past the (limited) grass and plants, you always end up with a ground that is essentially flat, with a texture of small grass and plants on it. It just doesn't look good, it's like painting a blue square on your wall and saying "look, it's a window!"

So what i was wondering is, would it be possible to add bumpmapping or some similar feature to the textures in Skyrim? It wouldn't look perfect, admittedly, but it would hopefully break up the flatness of the ground to some extent. IE, you could have the flowers and rocks jut out a little bit, maybe have the holes down to the dirt drop down a little bit, and it would just enhance the believability of the landscape in general. I doubt the CK would help with this, it seems like it would be more in the editing of the files themselves, but...would it be possible?
